Cheney would be great as CIA Director and Bush would do better with someone from Ohio.  Unfortunately, there isn't any Republican available from that state.

Besides, Bush is so loyal that there is no way he replaces Cheney.  He will sink or swim with him as long as Cheney is healthy.
