As a person, Hoover.

As a president, Nixon by far. Reagan is not much better than Nixon on the moral front given Iran-Contra and working with the Iranians to delay hostage release, and Nixon effected much more positive change during his terms.

1983-2001 America>1946-1963 American any day
So the era when the middle class was the strongest was inferior to the era where the 1% just got richer?
Quality of life today is objectively better than it used to be for the vast majority of America.

Quality of life tends to increase over time as a result of increased labor productivity. I would bet that average standard of living was still higher at the height of the 2008 crisis than it was during the most prosperous part of the Reagan administration. It's a relative question.
