I can't get my surface to do complex redistricting, but this intrigued me, so I made an approximate map for western states excluding California:

Two ways one can do Oregon without any county splits.


I don't like this obsession with county splits over natural geographic boundaries. The second map makes the most sense, but split along the Willamette River in Portland. The Multnomah-Columbia/Washington-Clackamas loop is absurd, and the mixing of chunks of the Willamette Valley is just a bad idea.
