How will this affect his standing with eastern Washington and Oregon

The Bundys certainly wore out their welcome in Burns in 2016, but I would still guess that figures like the Hammonds garner a lot of sympathy in these incredibly rural, ranch/cattle intensive areas with distrust of federal land managers and distaste for cosmopolitan cityfolk who run their state governments.

"Law and Order" doesn't mean its literal definition to Republicans. It means "one standard for us, another for everyone else." Trump encompasses that better than anyone.

To be fair, that's no different for liberals.  Each side advocates a more merciful approach for their own.
