Who the U.S. President is has no bearing on this situation. So far, Biden's repeated statements declaring that Putin will invade will reduce any shock and awe effects for when/if he really does invade. He's doing (again, so far) everything a competent U.S. President could be doing in this situation. Putin's motives for invading Ukraine clearly go far beyond which individual is in the seat of American power. It's much more about NATO pressure, economic issues, and domestic politics. I honestly don't think Putin's actions would be any different with Trump in office, other than Trump probably feeling an obligation to tell him to stand down and coming off completely insincere.
