We shouldn't be taking children away from their parents just because the parents are dumb (and an IQ-test is by no means perfect), but if your IQ is 66 you're probably not fit to raise children and we should absolutely take children away from people who aren't fit to raise children.

Yes, describing someone with an IQ of 66 as "dumb" is terribly inaccurate. They are severely disabled individuals who cannot even take care of themselves, let alone a child.
