I doubt it. I think the Bushes would find a way to narrowly throw 2008 to the Democrats to set Jeb! up for 2012.

Without hindsight of the crash , why wouldn't Jeb run if W was popular

Having  one Bush run to succeed another wouldn't be practical and it would just look bad, and I think the Bushes would be smart enough to know that.
