Well, Eisenhower and Reagan would consider it, but both of them were having their own health issues and would probably decide against it. Eisenhower had heart issues that nearly killed him in his first term, while Reagan was starting to show mild signs of dementia.
The first major impact would come in 2000, because I think Bill Clinton would almost certainly run for a third term given his popularity in 1999-2000. He likely faces Dubya, meaning he'll face two Bushes in three of his elections, and most likely wins, albeit by less than '92 and '96. Unlikely he runs for a fourth term, even if 9/11 happens, it wouldn't really be enough to justify a fourth term because FDR's fourth term was to "finish the job" and it was implied he'd resign when the war was over.
