Might Devin Nunes run? CA-22 might be completely different.

I can't imagine Padilla losing. Being an appointed Senator doesn't make him a Democratic version of Luther Strange.

A good test is "would this person have had a strong chance of winning an open seat (primary and general) had they not been appointed?"

Padilla, T. Smith, etc. pass that test. Loeffler and Strange, not so much.

Eh, not necessarily: Strange was already holding an elected statewide position - state AG - when he was appointed, but the circumstances of his appointment & their proximity to the gubernatorial investigation which he'd been in charge of arguably doomed his chances.
