No, I don't think Florida is anything like the other southern states such as AL, AR, LA, MS, or TN. FL voted for Trump twice, but first by a margin of less than 2 pts and then second time by a margin of less than 3.5 pts. All those other southern states vote R by much larger margins than that. To me, FL is definitely still a swing state in presidential elections.
