Yeah, I'm not a fan on busing homeless people to rural areas with less job opportunities than an urban environment.  The job seeking requirement this bill has makes that an even larger concern - while the work opportunities that will be offered by this bill help, I'm unsure if each complex will offer enough in tandem with the local job market to support all potential residents.

I'd be a little more willing to support this bill if the government could assist these people in commuting to and from their jobs, and if, as others have said, the complexes be located closer to urban areas.

Hmm yeah that's better. Gresham, for instance, is a good choice as it's right on Portland's superb light rail system. Not sure about the other locations but if possible these centers should be close to cheap, accessible public transportation.

Woops my brain shorted and I forgot to respond - the amendment is certainly an improvement to the bill though I still have issues with the philosophy to the bill. The homeless crisis won't be solved by dumping them in the exurbs.

What will solve it, then? And no, it's not dumping them, it's housing them. This allows us to build affordable housing without recreating the tenements.
The difficulty is ensuring that these folks can access job opportunities when they're so far from city centers - if public transit is good, this isn't as much of an issue, but in some of these locations that's not the case. As there's an employment stipulation, that's a pretty big problem.

The bill provides work opportunities within the complex, the only way these people aren't working is they abjectly refuse to participate.
Very well then. If there's no shortage of work opportunities, then my concerns are addressed.
