The outcome of the Evian conference - good or bad?

The 1938 Evian conference was held in an attempt to formulate an international agreement on Jewish refugees from Europe. However, in the end no nations committed to taking a sizeable number of refugees, dooming hundreds of thousands. Every analysis I have ever read of the conference and global refugee policy in the 30s laments the terrible tragedy the callousness of the worlds immigration policies wrought. However, I’ve recently been made aware of the theory that accepting refugees is bad because it assists in ethnic cleaning as ‘they’ll never be able to go back.’ This theory apparently is the consensus of the us state department and the ‘global community.’ From this framework, the outcome of the evian conference was in fact a bold act of anti Nazi resistance and an expression of solidarity with German Jews. I’m to say the least a little skeptical of this, but am interested to hear the forums view since this is apparently the new consensus
