If Trump has a lower approval rating than Congress, that reflects more on him than Congress. Congress's 'base' approval rating is lower because the nature of Congress is slowness, complexity, factionalism, and backroom dealing, and that is perhaps a good thing according to some, but people across the political spectrum dislike these characteristics a lot.

A good administration will be quick to respond, unified, and at least be perceived as honest, having the capacity to be seen as strong in ways Congress simply cannot be because of its structure set up under the constitution.
