No, I wouldn't let my 16 year old do that.  If they really wanted to go somewhere that far or that late, I'd drive them.  I know that in NJ, you don't get your real, can-drive-past-midnight license until you're 18.  I don't know about other states.  I wouldn't be worried about my child driving that late at night in the town we live in, but I wouldn't be comfortable letting a young driver without a full license be driving 100 miles away from me.
