Because he is not a conservative, but a radical fascist (or, at least, is running as one). Fascism does not fit in the traditional American political dimensions, but when Trump is projected on them, he lands between the parties, so he appeals to some of those who are, in the existing definitions, notvery partisan: "moderate" in their partisanship. But they are not moderate in their views:  they are the radicals, badly represented by both partisan mainstreams.
