No, because fully-autonomous vehicles will never become ubiquitous or even commonplace.
If government regulates it away or delays it that's one thing but from a technological standpoint this is not reality. Fully-autonomous vehicles is not a very complex technical problem to solve, investors and the richest companies on Earth are throwing gobs of cash at the few hurdles left to overcome. The processing power and sensors needed become more powerful and cheaper everyday. It's a matter of time, just a few decades or less before we have cities that are fully automated then it's rolled out to the rest of the world.
The fact China is also rapidly developing this technology and not only the U.S. and Europe insures that there will be an accelerated environment to reach these targets. The United States will not want to fall behind in the A.I. technology that makes all this possible to a rival like China.
