Some people believe ride-sharing has dramatically reduced DUIs in certain cities. Self driving cars despite the media hype and amplifying of every accident will be way safer than human drivers because human drivers text, drive distracted, drive sleepy, have medical conditions, or drive inebriated. So once self driving cars get good enough even their error rate won't compare to human beings rate of accidents.

 Also once you don't have to drive the car it will be totally redesigned for both comfort and safety so even if there is an accident you'll be much more likely to survive. But this won't be for a while as people and lawmakers will still call for self driving cars where humans can still commandeer the system.

No, because fully-autonomous vehicles will never become ubiquitous or even commonplace.

 If government regulates it away or delays it that's one thing but from a technological standpoint this is not reality. Fully-autonomous vehicles is not a very complex technical problem to solve, investors and the richest companies on Earth are throwing gobs of cash at the few hurdles left to overcome. The processing power and sensors needed become more powerful and cheaper everyday. It's a matter of time, just a few decades or less before we have cities that are fully automated then it's rolled out to the rest of the world.

 The fact China is also rapidly developing this technology and not only the U.S. and Europe insures that there will be an accelerated environment to reach these targets. The United States will not want to fall behind in the A.I. technology that makes all this possible to a rival like China.
