Terry Sanford, Jimmy Carter, George Mcgovern, or Hubert Humphrey?

In terms of how good of a President they'd be, disregarding elections:
1. Sanford
2. Humphrey
3. Carter
4. McGovern

In terms of competence I agree with this order, don't know enough about their positions to say on policy (but regardless, although he seemed like a good man, McGovern would have clearly been the worst by far on both counts).
