Pretty straightforward, if consolidation happens, we need to make sure opposition to it doesn't get our region shut out of the process!

At this time, I support the general idea of this bill, but perhaps it would be prudent to wait until something like this actually passes at the federal level.  If the federal agreement mandates that Governors participate, that would render this legislation moot.

Of course, but there is no harm in passing the bill now, just in case the federal agreement doesn't do so.
