Illinois and Pennsylvania are not growing, so they stand to lose an EV or two by 2024. Florida is  gaining, so it joins the '30' club with Texas. New York could lose a little and end up with 37 or 38 electoral votes. 

I predict such with about an 80% chance.
I think Florida will be the only one in the 30's in the 2020s, as I think texas will probably have 40 or 41 next decade.
