If the federal minimum wage is $5.15, how is it possible that some states have a lower minimum wage or no minimum wage at all?

I know there are exemptions for waitors/waitresses, but disregarding those every state should at least have a minimum wage of $5.15.

In NH, we tried to raise the minimum wage earlier this year but it got voted down in the Republican-led Senate (Republicans hold 8 seat advantage in State Senate).
