Regime is actually a standard, non-pejorative term in political science. But Trump almost certainly doesn't know that.

Don't you mean radical right?  Trump hasn't really talked about "class warfare", and the other concepts are no less unfamiliar to fascist takeovers of government.

Yeah, this is pretty standard right-populist/quasi-fascist rhetoric.

Meh, I think you can call pretty much institutional leadership a regime. I've said "Bush Regime," "Clinton Regime" and "Reagan Regime" before, just to refer to the overall political psyche of the eras they ruled.

It's incorrect in the formal sense, but common. (Common usage tends to reverse "government" and "regime".)
