Can down ballot affects the top of the ticket?

I will give an example.

Some are claiming that the HB2 (aka the Bathroom Bill) which is currently dragging down the Republican Gov. McCrory is helping North Carolina move faster to the left and helping Clinton win the state.

Of cause, it should be mentioned that North Carolina has already been moving fast to the left prior.
