Who would be the strongest candidate to replace Feinstein if she retired? Garcetti? Beccerra? Adam Schiff?

I'm willing to say if Feinstein changes her mind about 2018 then Chiang would drop out of the governor's race he's most likely to lose and make a run for Senate instead

Feinstein would be in a better situation if she wasn't from California. It's one of the most progressive states in the country and that means plenty of voters will have a bone to pick with her record.
