What an embarrassing campaign so far from the previous Democratic VP. Was pretty annoying to read all the takes about Biden being a more appealing/electable candidate than Clinton, so let's just admit that Clinton was a much stronger primary and general candidate than Joe. Biden's announcement and platform offers nothing unique or inspiring to voters, so he will be rewarded by voters accordingly.

Now everyone can see why President Obama urged Vice-President Biden not to contest the 2016 nomination with Hillary Clinton -and it wasn't just because he worried about Biden siphoning off support.

Biden unveils health care plan: Affordable Care Act 2.0

Quote
Democratic front-runner Joe Biden today will unveil a health plan that’s intended to preserve the most popular parts of Obamacare — from Medicaid expansion to protections for patients with pre-existing conditions — and build on them with a new government-run public insurance option.

Biden would also empower Medicare to directly negotiate drug prices, allow the importation of prescription drugs from abroad and extend tax credits to help tens of millions of Americans buy lower-priced health insurance.

Biden makes an appeal to rural America:

How Joe Biden would address agriculture and rural issues

Quote
Former Vice President Joe Biden on Tuesday unveiled a wide-ranging plan aimed at improving economic opportunity in rural America, with a call for more investment in a variety of food, agriculture and health programs.

(…) Biden's plan calls for revamping trade policy to boost exports, increasing investment in renewable energy and rural broadband, and promoting the purchase of local and regional food products — priorities that are reminiscent of key pieces of the Obama administration's rural and agricultural agenda.

The plan also aims to make American agriculture the first in the world to achieve net-zero emissions through a mix of incentives and by allowing farmers to participate in carbon markets.

Biden proposes a large expansion of an existing conservation program aimed at paying farmers to adopt environmentally friendly practices, especially those that help sequester carbon in the soil.

Let's assume he wins the nomination -will this help measurably in expanding his appeal to parts of the country that have turned their backs on the Democratic Party?

Biden is getting old -and worse, it is starting to show.  The same phenomenon is happening with Bernie Sanders who is about the same age as Biden.  If either should win, they both would be nearly ten years older than Reagan was when he took office...

At least now Biden's candidacy can survive, even if he doesn't end up the nominee:

Biden throws his campaign a lifeline
A strategic retreat on super PAC funding could pay big dividends.

Quite honestly, that actually raised my opinion of Biden several notches -and that's coming from an Elizabeth Warren supporter.  That questioner was clearly a Trumpist troll who is just as dishonest as the Orange Clown in the White House posing as if he is some sort of swing voter.  I am surprised more people didn't pick up on his act.
