Day 8.5: District of Columbia

If Republicans could take New York City among others, I see no reason why they can't eventually be viable in Washington, D.C. with a growing white middle class gradually displacing the currently overwhelmingly black majority.  The city is so overwhelmingly Democratic that there are bound to be dissensions among various constituencies (as in NYC) that could eventually open the way for a Republican like Rudy Giuliani to take over if Democrats screw up enough.
