With 300+ EVs, it's almost 100% certain that he/she will. In a nailbiter, it's possible they'd win without it, but PA is getting close to being a tipping point state.
It's very interesting that PA isn't listed as a battleground state on HRC's list. I wonder what their thinking is/what their internal polling says. By 2020, it will certainly be in the bellweather list with likes of OH, FL, IA, etc
