No, he shouldn't. After all, there were legitimate reasons for wanting to get rid of Saddam Hussein.
Rather, Bush should apologize for the using false and misleading arguments in favor of invading Iraq, for not sufficiently planning for the post-Saddam aftermath in Iraq, and for rushing the war preparation process instead of allowing U.S. policymakers and the American people to have a long debate about whether or not we should invade Iraq (for instance, Bush had Congress vote on the Iraq War shortly before the 2002 midterm elections--not exactly a good time to have a long debate on this issue).
