I think you have it mistaken. Reverse coattails would suggest a specific downballot candidate is causing people further up on the ticket to do better, whereas in what you said, it's just HB2 making Republicans in general look bad to voters in North Carolina. It's an issue affecting the image of the GOP in the state, not a candidate.

As for the idea of a candidate further downballot juicing up their party's prospects higher up on the ticket, no, I'm not convinced that this is a thing.
