Cherokee, GA; Kalawao, HI; Howard, MD; Montgomery, MD; Morris, NJ; Mecklenburg, NC; and Tulsa, OK.
While this is not a county avatar, here's a SECULAR-Lake Michigan avatar for the one and only:

How do you make an avatar?

I draw a 75-pixel wide outline of the map of a place to be avatared, and letter with the guidelines below:

(the top-right 2x8 patch shows which colors make up the avatars and which colors to use for internal lettering)

I don't know what the specific font is, Lourdes, but I use the template I posted for letters.

I usually find a template (that is to say, a map of what I want to make an avatar), reduce it to 75 pixels, then draw the outline manually.
