I hate Chirac and Berlusconi equally. Shröder is completely incompetent and Putin is a monster. I'm not big one of Bush or Blair neither. But I have to say I'd choose Bush-Blair-Berlusconi, but would like to see John Howard (for example) instead of Berlusconi.

I have to say I had significant difficulties to decide who got 5 points Bush or Schröder.

Bush/Blair/Berlusconi got 12 points and Putin/Chirac/Schröder got 9

Beerlusconi is my hero! on the serious note, Bush shoulda been lower. Him and Berlusconi are = in corruptness.
