1. Quebec. Although it's suffered nothing but sad setbacks since the failure of the referendum, the Quebec nationalist movement proves that Canadian unity is artificial. It could still break away one day, and this would help the remaining provinces join the United States.
2. Alberta. Often compares itself to the United States. Should be part of the United States, along with all the other provinces.
3. Nunavut. Some of the least defended territory on Earth. In the event of conflict with the United States, could be swiftly occupied. The United States, even if it doesn't simply conquer Canada, could capture the high arctic and it's vast resources.
