And I suppose while Germany builds an airbase on the Azores and flies bombing missions from it the Royal Navy and USN are sitting around with their dicks in their hands? 

Salazar handed the islands over to the Allies because they would have invaded and seized the Azores anyway if he didn't. Doubly so if Portugal is stupid enough to be actually aligning with Germany in this scenario.
