He's not running for reelection again, he's going into the Clinton cabinet.
As what??

Malloy is a pretty great campaigner, though his reelection bid was pretty similar to Truman 1948.

Governors rarely lose re-election.
In 2014, three out of thirty-six gubernatorial elections were an incumbent losing. Since eight governors retired that time, it's really three out of twenty-eight. One in nine roughly isn't very good odds, but it's not "rare".
