3% is her ceiling, but I could see a lot of voters in liberal states like Washington, Oregon, and Vermont going for her.  Not enough to tip those states in favor of Trump, of course, but enough to make a dent in Hillary's percentage to prevent her from getting Obama 2008/2012 levels.
