Jackson, obviously. W made terrible decisions with fatal consequences, but wouldn’t rate him as “cruel”. Only as “poor and incapable president”. Nixon suffered from paranoia and had flaws, but also had some achievements. LBJ had flaws, too, but was a fairly good and successful president.
