B-, just a notch above a C.  His reforms were overall good but he was himself quite an odious man and he was too interventionist for my taste.  I can't think of a major reform I majorly disapprove of except his House of Lords reform and his licensing reform (i.e. expanding drinking hours).  I like what he did on Europe, immigration, and social policy notwithstanding - no Conservative Government could have done as well as him in those respects.  If he didn't do the things that earned him the nickname 'Bush's Poodle', I'd enthusiastically I'd grade him A-.
