I'd still like to know what this would cost, though as a matter of principle I support this legislation.

Here's my rough calculations:

Amputees per year in the United States: 185,000
185,000*0.2707 (Fremont population share) = 50,080 amputations per year in Fremont

Cost of amputations (https://www.diabetesselfmanagement.com/blog/costs-of-amputation/)
$73,000-$120,000 including follow-up costs, average of $96,500

Total: $4,832,720,000

That's actually...significantly higher...than I was expecting, though assuming we have public healthcare here that might cover some of this cost. Maybe it would be wise to amend out a subset of the population (potentially those who could actually afford the procedures), and make the offer available for Fremont residents only - I'd like to hear what y'all think.
But not all of those amputees will need the full program, right? Presumably many if not most already have prosthetic limbs or have begun or completed therapy, which would lower the overall cost to the region per annum. We also passed that bill in the last parliament to control medical costs, so prices are likely lower than IRL.

Section I (Title)
i. The title of this Act shall be, the "Right to Bear Arms Act"

Section II (Recognitions)
ii. The Commonwealth of Frémont recognizes the right of all citizens and permanent residents of Frémont to bear arms, legs, hands, feet, toes, fingers, and limbs in general, whether natural or artificial.

Section III (Implementation)
iii. The government of the Commonwealth of Frémont shall fund in full all elective procedures for the purpose of replacing lost limbs (arms, legs, hands, feet, toes, and fingers), including the purchase and installment of prosthetic limbs and other relevant treatment, for citizens and permanent residents of Frémont.
