It is my high privilege and distinct honor, as Prime Minister for the Commonwealth and lawful president of this chamber, to convene this second session of the honorable House. Members may use this thread to introduce legislation onto the queue of the Commons, as may citizens of the Commonwealth per Article I, Section 5 of the Constitution. General motions regarding the standing of the government or matters concerning the whole House as an institution may likewise be presented here.

I would direct the duly-elected Members to swear the oath of office at first convenience, that we may at once begin the great and pressing business before this House.

A general heads-up to the membership (and other interested parties) : the laptop from which I normally conduct the digital portion of my life, including accessing the forum, crashed over the weekend, taking with it a fair chunk of my personal records. The result is that my internet access has been significantly compromised over the past week, and will remain so for the time being. I have been able to secure use of a relative's desktop computer for part of the day, but it is not always available for my use, so don't be surprised if my presence is less... present than you are used to over this next week or so. I am doing what I can to retrieve the hard drive and look into obtaining a new computer, but finances are tight ATM, so I don't know if or when that will be possible. Until then, it might take me a little longer than usual to respond to PMs and the like; I appreciate your patience and support.

to amend the constitution
of the Commonwealth

Section 1 (Title)
I. The title of this Act shall be, the "Concurrent Elections Amendment." It may be cited alternatively as "Amendment I" or as the "First Amendment."

AN ACT
to throttle the twin abominations
of sexual abuse and child marriage

Section 1 (Title)
i. The long title of this Act shall be, the "Minimum Marriageable Age and Minor Protection Act." It may be cited as the "Minimum Marriageable Age Act" or as the "MMA."

Section 2 (Minimum Marriageable Age)
i. No marriage license or like certificate shall be issued, either by this Commonwealth or by any state, county, or municipality constituent thereof, for which one or both of the applicants should be fewer than eighteen (18) years of age.
ii. Any such license or like certificate as may be issued in violation of this Act shall be considered null and void, and the officer responsible for its issuance subject to fines not less that $5,000 and not more than $10,000.

Section 3 (Implementation)
i. The provisions of this Act shall take effect upon its enactment into law.

Actually, as the vacancy occurred fewer than two weeks from the next scheduled election (June 23 - 26), I will appoint a replacement to serve the remainder of the existing term.
