In the modern interpretation of the Democratic party? Yes very much so, Biden is taking positions Clinton nor Obama would consider, now many progressives might not find his tuition plan or social security age plans to be sufficiently progressive but compared to Clinton's proposed policies and Obama's? He's definitely more progressive.
