Just wondering, are Amendments to the SOAP any different from laws in how they get passed (go through Assembly, signed into law by Governor)? What about Constitutional amendments?
They'll get voted on by the Assembly, and (I believe) it requires a public referendum to pass. I'll double check though.

It only requires the majority of the Assembly to pass it because it's only related to the Assembly's internal workings.
