Problem with number 7 is that with unrestrited rights to proselytising, you have the potential to exploit those who are most vulnerable.

I mean, I used to wonder why it seemed that Jehovas Witnesses and assorted other cults' temples seemed to congregate around universities. And then I realised, where else do you have a populiation of potentially isolated/lonely/homesick/anxious young people ripe for the picking?

it's not an especially comforting thought tbh
