Specter would also alienate the base.

If Bush can guarantee himself Ohio, Pennsylvania, or Wisconsin he'll be in good shape.  Even if he loses Ohio and Pennsylvania, winning Wisconsin will give him a lot of "outs," where all he has to do is win another decent state like Iowa or Oregon.
