Czar = dynamic mid-level bureaucrat
Tsar = Napoleon nemesis

That's what I was going to say.  I use Tsar to refer to historical rulers of Russia, and "czar" for a contemporary bureaucrat

I would (maybe wrongly?) think of 'czar' as an Americanism.
