The requirements from the last debate were that you have a delegate in an early state, not just one delegate from anywhere. That was back when few delegates had been awarded, pre-Super Tuesday. Just one delegate at this point is nothing, and is not enough for someone to be considered a serious candidate. Gabbard on that stage would be a waste of everyone's time, she has no chance of winning.
