Most of these changes were already discussed in the vetoed LGC 1.4 and so hopefully don't need to be explained again.

What this changes from the last version is there is no longer any buyback program and the wording of (e)(5) is changed from an adequate reason standard to a demonstrated need standard.

Hopefully this can be passed now.

Moving to vote on the above amendment.

We can probably just adopt the amendment as it just cleans up characters.

During debate, General Court Deputies may suggest amendments to proposed legislation. The Speaker may ignore amendments they deem frivolous or unconstitutional, subject to a simple majority vote to consider said amendment. If no Deputy objects to the amendment within 24 hours, it shall be adopted.
