They should all be treated in different ways. Things like weed, khat, alcohol and tobacco - recreational drugs, with little chance of controlled, should be taxed, regulated and discouraged. Things like heroin should be given in clean doses to addicts in regulated conditions, to choke dealer's supplies.

LSD and shrooms, and the like, are significantly niche to not worry about taxing or controlling; but their use should be a misdemeanour in public.

It's not really "stupidity". It's utter desperation, the symbol of people dealt nothing in life and have no stake. People from broken homes, with broken minds; neglected and disenfranchised from society. The institutionalised signs of success - wealth, property, education, family - are distant and unimaginable dreams. With no finances, no emotional support and a weakened psyche; what can someone do but retreat into the easy euphoria of a hit? Those of us not addicted like to imagine that we're special, we could resist the draw; but somehow I think in those circumstances, resisting the downward spiral is futile.
