Like Cuomo, he'll (probably) still get reelected.

Well yeah, but he'll have more of a primary fight than Cuomo ever did when he was running for Governor originally.

No, California has a law limiting to two terms, but Brown found a loophole through that because he served as Governor before the bill passed.

I hate to nitpick, but that wasn't really a loophole, it was explicitly in the bill that those who served prior to it's passing would not be effected.
