Allen will most certainly vote to confirm.  He's not a maverick or a risk-taken, he's just molding himself to the establishement's liking.  Guys like Coburn and Brownback are the only ones who I can see straying from Bush and voting against Miers.  These guys could inspire the conservatives comes 2008.

I don't think it has any effect on the Democratic presidential primary.

If she isn't approved, nothing. I'm beginning to believe she won't be.

People won't vote against her -- the only way she isn't confirmed is if she makes a foll of herself at the hearings and then is withdrawn by the Bush team, who are looking to save face.  The likelyhood of that happening can't be much higher than 5%.
