Xi actually cares about the health of his people, perhaps not because he values them as people with families and feelings, but at least out of concern for the glory of the Chinese nation. Modi doesn't even care about his people to that extent. In fact, he's quite prepared to kill his own citizens if it means glorifying himself or an artificial Hindu nationalist political construct that isn't even 100 years old.
