Government agencies own public housing. If the budget is cut, government agencies just have to deal with it. With housing vouchers, the government is not tied down to any agreements, and the government is free to revise the program.
With subsidies to privately-owned housing, the government has contractual agreements it can't just walk away from. This is not a scandal, it's just how things work. If a private business wanted to cut costs, it could lay off employees or reduce its travel expenses, but it couldn't just start underpaying the electricity bill. It is the same thing here.
If you want to talk about cuts to public housing, that's fine, but don't hide behind a misleading title. (this is mostly directed at the Compost, not the OP)
